My wife's Rav4 has that issue, but its under the recall. It looks exactly like that though, the paint peels off down to bare metal.

Seems like a weird place to wear, vibration from the hood causing it?

Did you buy it brand new? Maybe it has been repainted before by a previous owner?

White was one of the colors the dealer told me to stay away from...lots of paint issues with white, and blue. I guess its pretty well known toyota has an issue with these..

We had a local hailstorm that recently took round chips right out of my hood. Insurance company said dents covered only. After 10 years + though (truck is 09) the roof and hood are looking rough. Gonna have to do something on it.

I will try and find it but I think 2019 toyota finally went to 2 stage white paint. Before that was always single stage I believe

I did some auto painting back in the day. You must prime before you paint. Paint will not stay on bare metal for very long. I'm guessing that somehow that place under the hood didn't get any primer on it but got painted over anyway. Should be obvious to the guys at the dealership body shop but they wouldn't say anything for fear of loosing there jobs. Be careful with high pressure water hose. If there are any other places that didn't get primed the water pressure will blow the paint right off. I hate it fore you OP and you might want to put something on that before rust sets in.

As a painter would you recommend sand, prime and painting the inner fender piece that is pealing?

    Or repaint the whole fender?

Don't let Toyota off the hook because there isn't a TSB or recall, it's a manufacturing defect. The warranty applies to all defects not just recalls

I think you may end up sanding the entire fender to be painted.

White and silver have been problematic for a lot of car manufacturers for a lot of years. I don’t know what causes it, but I’ve always steered clear of those colors.

Don't give up! My brother in law had his roof repainted under warranty for the same issue on a 2016 blue.
