I got sick of looking at my rusty bumper, so I bought some primer and bumper spray paint. 3 coats primer and 5-6 coats bumper paint. I never painted anything before, so let me know what you think!

Why not paint the whole thing instead?

Well, it won't last since the rust is coming through from the other side- typical Tacoma bumper. Mine did the same thing and I replaced it, but cleaned and painted the other side before installing it.

OP, I agree that it seems like you did not really take care of the rust issue. The paint will last for a while but the rust will come through, and keep growing from the back.
If you do not have a way of completely fixing the rust spot, I would suggest at least a wire brush and sand paper back and front. Then after is is cleaned well repaint it. The back (inside) should be painted also to stop the rust from growing.
Otherwise, good job on trying. You have to start somewhere.

For surface rust on chrome rub it down with Aluminum foil and Coke. Won't do anything for holes but will get rid of the rust.

I know it won't last. I plan on getting another bumper, but as of right now it gave me a chance to practice painting. It's a lot nicer to look at now.
