    Not banned; You can title it in California, and I've heard of people getting JDM vehicles through California smog, but if I lived in California I would cheat the system and put the title in the name of my grandma who lives in Florida. That way, I could get a Florida license plate and be exempt from emissions! :devil::luvya:
