    There has been 'talk' about this for a couple years and it's almost been something *too good to be true* with all the red tape involved with getting something like this started in PA. At this point, they've developed a website - and appears they're moving forward with things.

    It's hard to say how long it'll be before this effort becomes a reality and OPENS for public use.
