Ok so I'm thinking about buying an 87 4Runner. This one is supposedly restored. Brand new paint, new engine / tranny. New windshield. The whole deal. Pricey.

I took pictures of the underside. It kinda looks like a leak on the engine or transmission. I'm not really an expert mechanic but this can't be good. Is this an engine or transmission leak? Or is this even a leak at all. Is it possible the drain plug just needs to be replaced?
Call me paranoid, but is this okay to buy? Everything else seems fine.
Help ASAP would be greatly appreciated.

A restored vehicle is usually worth HALF of what the previous owner spent on the restoration of the complete vehicle.

It looks like maybe an engine oil leak and the transmission drain plug leaking. You won't know how bad until you clean it all up and drive a bit. That does not look like a new transmission.

Looks like it could possibly be a rear main seal leak with where it's dripping from. What I have found is most people's idea of "fully rebuilt" is usually not as rebuilt as they want to believe. It ends up being just as much work rebuilding the rebuilt stuff to fix it the right way. If the price is right then it might be worth it.
