    Remember that the government sometimes must close areas to protect migratory birds due to international treaty. If migratory bird treaties weren't put into place in the early 20th century there might not be any waterfowl hunting today, and without the wetland management promoted and paid for by waterfowl hunters over the last hundred years, there would be far fewer fishing opportunities too.

    Edit:

    I agree that sometimes protecting areas can be a hassle and financial burden on some people. However, I used to teach natural resources technology and have worked for and with local, state and federal land and wildlife management agencies and know that most of them are trying to do the best they can do.

    I currently live an a county where much of the government land is closed. Why? Because there was fire last summer, which, combined with the worst drought since the Dust Bowl, has turned prairie into desert.

    Yes but it was entrusted in the 70' as a National Seashore Recreational Area. And now in 2012 they want to make a bird beach out of it. Thats wrong.

    I keep trying to find that and the area I can find operated by the NPS is the Cape Hatteras National Seashore (along with the Wright Bros. Memorial and Fort Raleigh). I can't find where it has been classified as a recreational area. Either way the NPS is legally required by executive order to protect the endangered species there, including the plovers that nest in the areas people use for off roading. Also they have been sued by the Audubon Society (along with the Defenders of Wildlife) and as far as I can tell are now court ordered to protect the birds. So whoever wrote this petition is calling the NPS "terrorists" but it doesn't sound like they have much choice in the matter. Maybe they should focus their attention on the people who forced the NPS to institute this policy in the first place?

    Also, effective about a month ago the NPS has established a permit system for off road access. Kinda sounds like they're trying to please as many people as they can, but their hands are tied.

    Remember that "recreation" in 1939 was a lot different than it is now. Back then people might drive to the shore but then get out set up a picnic and maybe hike and fish, not go four-wheeling. Looking at their website, it sounds to me that the NPS is trying to allow as much access as possible while still protecting wildlife, which they must do under law. The modest fees (a bag of groceries cost's more) are probably used to maintain trails and mitigate damage by careless off-roaders that "stray" off the marked areas.

    The special regulation requires visitors to have an ORV special use permit to operate a vehicle on the designated ORV routes at the seashore. ORV permits can be obtained beginning February 15th at any of the three NPS permit offices located at Coquina Beach, the Cape Hatteras Lighthouse Visitor Center (Buxton), and the Ocracoke Visitor Center. These offices will be open year-round, seven days a week (except Christmas Day), from 8 a.m. to 4:30 p.m., with expanded hours on weekends and holidays during the summer season. The cost of an annual ORV permit (valid for the calendar year) is $120. The cost for a 7-day ORV permit (valid from the date issued) is $50.

    Edit: Remember that public lands are set aside for the use and enjoyment, present and future, of all the public, not just locals.

    I don't think we're talking about locals having preferential treatment so much as we are talking about the impact new restrictions could have on the local community. In that sense, the local community should have a say and perhaps a more weighted one at that. Especially given the actions of the National Park Service could have devastating effect on the local economy.

    Black skimmers are not listed on the endangered species list and the term "tern" generates like 107 records-some of which are endangered, some of which are not, and many of which make no sense at all. But the link shows that the plover is either "Endangered" or at least "Threatened"
