I have a PO430 Code that will not completely clear. It comes on every few days. I reset it but it will not clear. A friend of mine was telling me it might not clear, due to it might be a Hard Code that can only be cleared by Dealer or High Tech. Decoder. Help

FYI - You'll likely get a much faster response if you post in the 3rd Generation Tacomas Forum. Click 'Forums' on the main page and select from the drop down menu

Make sure you have no vacuum or exhaust leaks, or inadvertently fiddled the sensor wiring/connector. otherwise look at the live data for the downstream O2 sensor on that bank. It should be pretty flat, if it looks like a sine wave then you may have coincidentally encountered a failed catalytic converter.

It wouldn't hurt to remove the can and recheck. At the least it's a good idea before going in for warranty.

I fought that on my Tacoma when the cats needed replaced.

It's not a "hard code". But, your ecu will attempt to run a cat system efficiency test every time you drive it. It first verifies other sensors (O2) are working properly, the engine is hot, and other parameters are met. Then it runs through the system efficiency test. If it fails it sets a code.

If you only take short trips, it won't be able to run the test so your reset CEL will stay off. Once you take a longer trip it will get the test in and if there is a problem it will set the code again.

I found it helpful to buy a scanner that allows you to see actual values instead of just what the code is. The BlueDriver Pro is what I bought. $99 on Amazon. It gives you a lot more information than a standard reader.

Basically that allowed me to see that my cat efficiency was no where close to being good enough to pass. Then I checked toyota's site that lists outstanding recalls, entered my VIN and found out there was a recall for poor cat efficiency that my Taco had never been back for....so a local dealer replaced all 4 of them for free on a 10 year old truck I had owned for about a month. I got lucky. I got VERY lucky.
