Highway testing for MPGs is usually done below 50 mph.

Go look up the testing that Toyota did with the Tacoma for the EPA numbers. Usually it is not done at high speeds. Almost all vehicles will DROP in MPGs at above 60-65mph.

I know the Ford F150's underwent highway mpg tests at around 48mph.
Highway basically means no stops and no idling. It doesn't mean high speeds like what most people would interpret it at.

    Look at this:
    https://www.fueleconomy.gov/feg/fe_test_schedules.shtml

Your post says 80 miles per hour as a top speed, that does not mean that speed is maintained for the whole time. Again cars experience a LOSS in fuel economy as they get faster.

The link I posted also states that the 80mph is for top speed testing, not highway. Highway testing was done at an average of 48.5 and top speed was 60mph.

I highly doubt 48 mph is the standard MPH. If that were the case I wouldn't be hitting EPA targets on my Tacoma going 75-80 mph.

Why would the EPA do tests at 75-80mph when virtually no states have speed limits that high?

Also EPA estimates are just that, estimates. You can beat them or not reach them at any time. Many factors come into fuel economy, again which is why it is an estimate.

Good thing we don't have to imagine though, the website is very clear on what tests the EPA actually accepts. And tests done at 75mph for long periods is not one of those tests.

Most western states are 75 mph. Some even 85 mph where I l live. All I know is that one reviewer of the 2016 Tacoma said 25-26 MPG would be doable going a steady 70 mph and the OP seems to confirm that.

Pretty sure most states are at 75mph. Utah, Texas plus others are above that.

I also think that cars now are geared for current speed limits. One reason why my 02 Tacoma revs at almost 3000 RPM at 80 mph.

The following is where the the EPA HWY mileage 'primarily' comes from. The average speed is ~48 mph; 8 miles in 10 minutes. The manufacturers have to 'drive' the vehicle like this and report the mileage. This is not what I think of as HWY driving. This is pretty useless to me. I would love to know MPGs at 45, 50, 55, etc.
My 3.4 4A DCSB 4x4 OR is approximately:
    45 28.8
    50 26.4
    55 25.8
    60 25.2
    65 23.6
    70 21.1
    75 20.2

Edit: I believe this was after I installed synthetic fluids, bed cover, and BFG AT 265/75/16.
