I'm about to 35,000 miles on my 2020 SR5 4x4 and about to do an oil change this weekend. Previously in March did the engine oil and the transfer case and diffs. would it be wise to do a refresh on the power steering fluid now? I've got a 200cc syringe thing to pull fluid and refill it.
how many times and quarts should I replace?

Looks like DEXRON 3 is the correct fluid so this

Toyota says Dexron 3 or equivalent. So I'm thinking any of the 3 are fine. I've used Supertech oils with good results but the valvoline max might be worth the extra.
Mostly I'm truly to figure out how many quarts to exchange by sucking out, refilling, driving around and repeating it.

I have tried dex3 from the auto store and it’s caused my rack to leak at the low pressure outlet and seals. It seems to swell the seals. On two different trucks.
OEM Toyota WS fluid is what I’d recommend.

Put the truck on jack stands, pull the return hose and stick it into a gatorade bottle and cap the reservoir with a 3/8" vacuum cap.

Turn the wheel all the way to the left, fill reservoir, turn the wheel all the way to the right, fill reservoir, repeat until flushed.

One complete turn all the way to the left or right will empty the reservoir, so keep it full during the flushing process.

I did mine a few hundred miles ago and Valvoline Dex/Merc which is Dexron III based. Because I wasn't using an "OEM" fluid, I wanted to fully flush the system and not mix old and new fluid.

Popped off the return line and fed into a large plastic bottle. Lifted the front and just slowly turned the wheels adding fluid as needed. Went through just over 1/2 gal and will occasionally do a pump-out/replace.

No leaks at boots before the change and none after using Valvoline either.

That's a tight plan. I was actually just going to empty the Reservoir with a large automotive syringe like this.
    https://www.amazon.com/dp/B08YNFPBNS?ref=ppx_yo2ov_dt_b_fed_asin_title
fill it with fresh fluid. drive it around a bit making some sharp turns to mix it, and repeat a time or so more.
I know that's not a full flush but it does get fresh fluid in there

I used a small piece of 3/8 hose with some backer-rod shoved inside. I've seen people use bolts, clamps... etc. Put that over the return tank nipple. I did suck out the fluid in tank before beginning flush. As you can see, there was debris and other crap picked up from tank so don't just start flushing the old fluid as it does have particles.

You'll get much better results putting the truck on jack stands vs that syringe method. It only takes 2 quarts or so for a complete flush. I bought 3 quarts.

If you have a helper to fill the reservoir the process goes that much quicker too.

I did the first flush at 18k, but the truck was approximately 6 years old. The fluid smelled burnt and was very dark. Noticeable improvement after.
