power steering issues

    99 tacoma
    99 tacoma 2.7, power steering pump started whining,fluid was good figured it needed a new pump even though the steering was fine. Before I could replace it a leak started on the rack at the high pressure return line. Now I can't keep fluid in it. My question is should I replace the whole steering rack or replace the pressure tube on the rack? The tube would be cheaper but could there be issues with the rack after it has run dry?
