Anyone else have an awful power steering-related noise when cold (less than ~32degrees)?

The last several times it's been ~32degrees or below, when I start my truck in the morning, there is a loud whining / moaning sound that is definitely amplified when I turn the steering wheel. It's embarrassingly loud. Kinda sounds like I'm wheeling around a 20-year-old Chrysler minivan!

Today, I looked at the PS Fluid Reservoir and noticed there is almost no fluid observable except at the very bottom of the reservoir, well below the markings for proper fill range. Haven't had any signs of fluid leaking, so maybe just not filled properly from the factory? TMMTX, check your fluid fill thingies!!!!

    I have a late July 2018 build D-Cab TRD OR 6-spd MNL Cement toy with ~3000miles :)
