    Obviously not what I would do, I'm just answering the OP's question about whether a snorkel can be done without cutting. And as pointless as it seems there are a lot of people that have done snorkels inside the fender. Is it ideal? Nope. Is it an improvement over the stock location? Yes, but minimally.

    What if you modified it to come out the water drain under the windshield?

    I'm not sure it's a good idea to run your intake to something called a "water drain" if you're trying to keep water out of it

    I'm talking about where the windshield wipers are mounted that plastic peace. Talking about running it up though there but it doesn't seem very good idea thinking about where you would cut holes
