Purhase Advice

I've been looking for a 2nd Gen AC TRD 4X4 for a while and came across this one:

The truck no longer has the shown wheels, but original TRD wheels. Is $20K too much? CarFax shows $16,400 for private party sale. Is $16,400 the real value?
