I have a 99' PreRunner, an I'm thinking about purchasing some sort of either push bar, brush bumper, or charger bar to mount on the truck, and hopefully being able to mount a winch on it. I'm wondering what specifications I need to look out for, and whether or not a push bar for another vehicle could fit. (I.e. a bar built for a Isuzu, or Mitsubishi)

None of those things you mentioned will be able to mount a winch. Push bars, at least most of the ones you see, aren’t actually push bars, they are more for decoration, anyway.

For a winch you need a whole new bumper, or a front hitch receiver plus a winch plate for the hitch receiver.

As for getting something from another vehicle, anythig is possible with enough cutting and welding, but generally you should just get one for the vehicle you have. There isn’t usually a cost difference when comparing apple to apples.
