    you have just about zero chance of getting anything close to meeting your requirements for the price-range you stated. i'm about $1500 into my setup, and I can do everything you stated, minus the setting of waypoints, and my flight time with a gopro is about 8 minutes.

    the ability of setting waypoints is achievable. a 40 minute flight time is not.

    you will either have to adjust your equipment requirements, or your price.

    Im supprised no one has put a small solar cell on one of the bigger quads to charge the batteries while in flight.

    Definitely not enough gain for the weight. It's been done on a much larger scale though.

    This... It's been done on small fixed wing aircraft with mild success however.

    Gotcha. I just didnt know if it would be worth it. I guess solar cell technology isnt advanced enough for it yet.

    I've got solar application/efficiency R&D experience up to my eyeballs. it was not for flight aplications, but numbers are numbers. the voltage is easy, but we are a LONG way away from having the amperage output to extend the flight time of a multirotor.

    PV panels that are a feasable size to be fixed to a standard 450 quad +/- are only putting out 1/8 to 1/4 of an amp in ideal conditions.
