I know one of you guys here will know the answer,my question is can you lower or raise the height setting on already installed Bilstein 5100 shocks, without removing the whole coil units from the front of the truck ?

I'm sure you technically could, but it won't be practical or reasonable. It's not much work to just remove it and do it the "right" way.

12v accessory plug right rear bed bin,1gallon air compressor setup in left rear bed bin, 3-window bed topper.
    ^^^ THIS!,
Unless you're brave enough to somehow rig a spring compressor while the coil is still on the truck then put your little fingers and God knows what else at risk to move that little ring clip.
