    I just purchase a used 98 tacoma
    It has a little surface rust on the frame.
    nothing a little sandpaper could not knock off.
    the question is should i take it somewhere and have it undercoated?

    All of the rust would need to be removed before it was undercoated (just a heads up). Also, your region will depend on whether it is a big deal. For instance, if you live in a road salted northern climate, probably better get it done. If say, you are in Southern California, it wouldn't be as big of a deal.
