    If my neighbors were so in tune about looking after my house reporting a break in because someone was ramming their shoulder into the door - I would thank the person. If the cops came quickly and found me in my house, like what happened in the above article, I would have told the cops, "The door on this old house was jammed. Here is my ID. Thanks for coming by so quickly. If it hadn't been me, I sure would have been glad to have such great neighbors and responsive police". But no. What does this guy do? He was an asshole. Refused to show his ID. Had he showed his ID, the police would have been on their way. They treated this like any other. You get report of a break in. When you find someone on the premis, you ask for ID. If they refuse to show it to you, you take them in. Plain and simple.
