i had this happen on my 06 and my 2010 it was a easy relay and is it=was just behind the glovebox if i remember correctly. took it out and cleaned the contacts and it worked for a few more months then i had to replace it.

 

Just placed an order for BAMF 12" shock relocation kit

 

It should be a resistor, has 4 or 5 wires going to it. Toyota fucked up and used too small wires and/or the resistor circuit starts to "wear out". It's right at the passengers left Toe, if they have long legs.

 

Incase you didn't realize how hot it was..

 

I don't know that I'd say they fucked up, it's a pretty common failure part on many vehicles. Some worse than others

The resistor is,in the air stream, is gets,cooled, but over time they do get weak.
Some where around here I have a couple from 1st-2nd gen 4Runners and '84-94 trucks

 

As far as the plug that plugs into the resistor. Goes it's the same as a Chevy somtin.. Known problem issue.

 

Probably both Delco/Delphi designed, it's one of the things that bothers me about the newer Toyota stuff, the US designed stuff tends to cheapen a lot of things that were never problems in the past
