I believe that is Connector EN1, it's for the front fog light sub-harness.

So then I should be able to add fog lights if they’re compatible with the factory harness?

Everything in the truck is wired up via CAN bus so in theory, if you have all the connections, you can add the components and have the dealer activate the feature. I'll probably be an hour labor so all-in, just buy aftermarket and wire them up directly - it'll be cheaper for anything that isn't KC or BD.

I don't know about 3rd gens, some 2nd gens were fully pre-wired and all you needed to add was the lights, switch, fuse, and relay but I'm not too familiar with 3rd gens.

The 3rd gen fog light is switched at the turn signal stalk, so a replacement stalk would be needed if you want to use factory wiring. Whole kit gets expensive. $560 as shown here: https://www.ebay.com/itm/303947729100
