I made a bed rack and used the Rustoleum Truck bed coating. I've read that the Truck Bed coating is popular for armor. So, I thought I would give it a try. I like the finish of it. But, I'm not happy with the durability of it. It scratches down to the primer very easily.
I know prep is everything. So, maybe I didn't prep it, right. I like to use it on my front tube bumper, when I'm ready to install it.

What's the best way to prep it?
I'm thinking I should strip it all the way down and start over.

That bed coating likes to be built up in several layers. I use it when I build sliders for my customers but I’ll usually lay down 2-3 coats of paint before another 2-3 coats of bedliner on top. It’ll still scratch and scuff because it’s still just an enamel with texture in it, but can be touched up easily and blended in to hide imperfections. If you want something more durable, you’ll have to go with something that uses an activator like raptor liner and similar.

I do wwnt something more durable and was thinking that Raptor liner or something similar would be better. Should I strip everything off the rack and start over? Or can I apply the Raptor Liner directly over the Rustoleum?

You're going to want to strip everything for the best results and durability.
