Alright, thanks for giving some more information.
Was going to answer last night, but got too tired and had to go to bed. lol

Anyways, the number one rule with R/C cars is not to start out on gas. It cost way too much, requires way too much maintenance for his age, the engines are very high rpm and are very sensitive. Being sensitive engines makes them very hard to tune, unless you have experience and time to mess with it, not to mention they are very messy, and break down all the time.
He may want gas (just like every other kid) but trust me, go electric. If he continues in the hobby, he can always get gas later. I actually like electric a lot more; electric will be perfect for him for his first car.

You had mention that you may want to go with a kit, and I think it's a great idea! However, believe it or not the kits cost a lot more than RTR's (ready-to-run). It's more than your budget, if he continues in the hobby or does racing this would be great for him, but not now.
Because of how cheap RTR's are becoming.....not many companies are selling kits nowadays. These RTR's are made to be worked on, and he will break some parts. Because of this he will get some time replacing parts and learning how to work on his car. Unless he drives around slow all the time......which I haven't seen an 11 year old do. lol :D
But the stock parts are fairly cheap.....nothing to worry about.

You think he may want to get a rock crawler? I think those are cool but I don't think they would be good for a first car. They aren't something he can have fun with in the street (not very fast), like with most other cars. Gotta have something to crawl over.
Let me know if this is something he wants, and I can point you in the right direction. They are starting to come out with some nice RTR's for those.

Here are some cars from Traxxas that I think would be great for him, they may or may not be exactly what he's looking for......but they are great for a beginner and for the budget.

TRAXXAS Slash 1/10 scale 2WD truck. Part number TRA5803.

It does come with a battery and a charger. However the charger isn't that great and I do recommend a better one.

Here is a website that I recommend....and they ARE the cheapest on the web. amainhobbies.com $239.99
    Here is the page: http://www.amainhobbies.com/product...WD-Short-Course-Truck-w-24GHz-Battery-Charger

    And the company page: http://www.traxxas.com/products/models/electric/5803slash

    Very cool truck!

Another is the Traxxas Rustler 1/10 scale 2WD truck. Part number TRA3705.
Also comes with the same kind of battery and charger. $174.99

Traxxas Stampede 1/10 scale 2WD truck. Part Number TRA3605. $174.99

These are some of the cars that I thought he should get, and were within budget.
I picked these because it would also give you room to buy more batteries and a better charger, and always remember you have tax. And it does add up quick I might add.

If it was me I would go with the Slash, so damn cool. They also sell those in 4X4 models but cost a lot more.

Now there are many other brands out there and cars to chose from, and other people will have other recommendations. But I personally believe that Traxxas is one of the best brands to start out on for any age group. They are also very well known.....if you go to a hobby shop and they do not sell traxxas items or parts......don't go there! But I have yet to see one without selling Traxxas stuff.
Losi and Associated are also good brands.

Make sure you check out the Traxxas website and the videos of these cars.

Many other companies on the web too.
Having owned my own website and spending many hours of research on prices for my company and comparing.
Amainhobbies.com or rcbaca.com are the best, hands down on price on the web, and selection. Go with these guys!
If there is a local hobby shop, they will probably will not be able to match on price.
But do recommend supporting them, with buying parts and other stuff.

If you have more questions let me know, have a good one.
