I know RCI has a TRD integration skid plate with the 5th gen 4runner but will they create one for the 3rd gen Tacoma?

The Tacoma doesn't need an "integration" skid plate. The T4R Pro plate is much shorter and doesn't reach the transmission skid, thus needing an "integration" plate. The Tacoma Pro plate covers more surface area and will reach the transmission skid plate. So, no need for one! Just start with the transmission skid plate and go from there back!
