This isnt the typical, "how do I get rid of that ugly chrome bumper" thread. I was lucky enough to already do that via trade for a base black bumper. Now, I am wanting a colormatched bumper, bsp. A new bumper from Toyota is about 250 for the base black, and 200 for the sport model bumper that comes primered "ready to paint". My question is, how much of a difference is there? The base black looks like primer to me, and I'm sure it would be simple to piant....but, would it just be easier to get the pre-primered one and sell this base black to someone here?

Painting a factory-fresh bumper will cost you no less than $200 from any half-decent shop. So, your call. Save $50, or not... that's pennies in my book, and not worth the effort, so I'd just paint what I've got.
