Ok I think I may have solved this issue. Three years later after not having rear brakes I read all of the threads here I could find and attempted to fix mine. All went as the last two time I did the inner seals but this time I spent two hours talking with Toyota and found that the Inner seals are the only seals that hold back the gear oil. That was confirming what was written here. Here was the kicker. I bought the new seals from the Toyota Dealer. Last two times I went to parts stores like auto zone and advanced. When I pulled the aftermarket seals and hand fit them on the rear they were not even close to a tight fit. Then I tried the Toyota seals and they streached over them. Could this be the issue we all are having? Its been a week now and I'll pull the rear wheels next week and repost if all is working. Hope this helps!!! let me know if anyone has experienced this too.

    Thanks...

FYI I also put a brand new breather on it.
