When i turn on my headlights at night my running tail lights DO NOT light up. The brake lights, turn signals, and reverse lights all work. I have pulled and checked every fuse under the dash and under the hood, and i can not see any OBVIOUS signs of blown fuses.I replaced the #3 fuse with no luck.
"Zac of all trades" had this exact problem.i never saw a resolution to his post

Did you check the fuses with a meter or did you just look at them?
If you didn't use a meter it doesn't count.

The 10 amp TAIL Fuse supplies voltage to the Parking Lights, Tail Lights and the License Plate Lights.
