    I would at least put a carefully measured sleeve/bolt spacer on those bolts inside the crossmember. A nice and thick one that fits snugly over the bolt. That would allow you to torque the bolt against the sleeve in a way that wont want to bring the crossmember out of square. It will also halve the pull-out forces on the bolt hole by distributing force across two sheets of steel instead of just one.

    I wouldn't pull with it as is.
