That is correct. All cars require red reflection markers on the rear. But even if you add the red stick on reflectors, that white reflector is not good. There should not be white reflection on the back.

By the way the same issue is with my all clear front markers.

    upload_2021-1-19_12-51-27.jpg

They are not legal in USA as front markers must have orange (amber) reflective inserts. But I did that swap on purpose - I took the truck to Poland where front markers must be all white including reflective inserts. Orange markers or inserts are not allowed in Poland. As for the rear lights Tacoma meets local requirements (orange blinkers behind clear lenses and red reflective inserts). With all white rear lenses Tacoma would not pass annual inspection in Poland.

To my understanding they do not need to be together as one light assembly as long as the light is the correct color for the application also not sure about the white reflector I will be doing some research later but to me they are clear reflectors just like yours they still would be the color of the bulb when you turn

look at this stock bmw being sold in Cali the bulb is in the headlight with a orange reflector on the side

Can you post a link or brand? I want to see if they have a 1999 option. My OEM are worse for wear.

I have few tricks for you to get more of that lenses:
    1. remove the plastic shield between bulbs. It is used to shield the same color bulbs not shining through the other part of lens. Color bulbs will be more visible without being masked by that shield
    2. swap the position of the turn signal and reverse bulb (put reverse bulb on the top and turn in the center). Of course you will need to swap positions of contacts in the plug as well. Top position for the reverse light gives much more backup light than in the center. Blinker (without the plastic shield) does well in the center position too.

This is what I did and the result is great.

I think you are right. In DOT code Reflex Reflectors are specified separately from other lamps, so they can be just stand alone reflectors. Nothing prevents them to be incorporated inside other lamp as long as they meet the requirements:

Reflex Reflector (Rear Side) - Color: Red, Position: One on each side (rear), As far to the rear as practicable, Both on same level, between 15" and 60" above the ground
Reflex Reflector (Front Side) - Color Amber, Position: One on each side (front), As far to the front as practicable, Between 15" and 60" above the ground

There is no rear Reflex Reflector on the rear that has white color. If it is not listed, it is not allowed nor required. Cars are not Christmas Trees - lighting is not for decoration but for the safety on the road.

On the other hand because I did not want to hack my wife's Nissan Versa Note headlights so I converted front corner lights to blinkers (supporting, not the main of course). Corner lights are not mandatory for small cars in Poland, so I did not need them. I just wired a bulb in corner light to turn signal circuit and call it a day. Never failed inspection. But that is different story :)

Just because the clear reflectors would be orange when the bulb is on does not make them reflect orange light. Reflectors are there to reflect OTHER vehicles lights back at them, that's why they have to be colored. If you're driving through a neighborhood with cars parked in their driveways you can clearly see orange reflectors at the front and red at the rear when those vehicles are parked and off. This is the main reason for these.
