Red Dot Yellow Dot Question

I am installing and balancing my own tires and want to know if I am on the right track. I understand the yellow dot on tire gets mounted in line with the valve stem or the better way is red dot lined up with some mark on wheel for runout purposes. I have 16" steel wheels and have found a small circle on each wheel close to outer edge. Is this the right spot for lining up with red dot on tire?
