Now I’ve got to mount the new exhaust near the cat, and somehow attach the rearward hangar to the new exhaust.

I plan to use some M8 bolts with a nut to attach near the cat. After tightening them all the way, THEN tack weld the rearward hangar to the tailpipe area. Any suggestions/advice before I get started?

You might want to try and clean up the welding surface on the existing rusty hanger before you weld it. I would probably just take that hanger out, knock it down with your grinder, and then put it back.
