Repaired Frame Still Eligible For Recall?

I'm looking at buying a 2006 Tacoma that has a repaired / welded frame. Does anyone know how that affects recall eligibility?

Also, is the settlement mentioned here (http://autoweek.com/article/recalls/toyota-will-settle-truck-frame-rust-suit-suit-34-billion) in effect already?

 

Here is a link to the class action suit webpage that will answer many questions--final judgement is scheduled for June 26, 2017.

As I read it frame repair it is not eligible for any reimbursement, only prior frame replacement, and that only to the individual that paid for the replacement.

'Twas me I'd walk away unless the repair is top-notch and the rest looks good--AND the price reflects the repaired/questionable frame--or the price is dirt cheap...
