Replacing Mud Flap Harware

    I noticed a few screws are missing from the mud flaps. I wanted to replace them. I called the parts DEPT. at TOYOTA and there like a $1 a piece.
    Any idea what these screws screw into in the back on the mud flap? is it a pain trying to find the eyes where the screw should go into?

    I want to keep the mud flaps on. I thought about removing them but decided to leave them on.

    Is it possible that the black rubber clip is missing also or are they held on to the back of the flap some how?
