    You don’t mess with the primary valving inside the shocks ? This is absolutely incorrect. Shock tuning involves (among many things) swapping out and setting up your shim stacks to produce the desired dampening effects . It may even take 3 or more times of revalving before your main comp & rebound can accommodate all types of low / mid /high speeds . A 4000 desert truck will have totally different valving vs a 4000 rock crawler right ? So that is in direct conflict with your statement that valving is all about “weight” . If you are taking about the clickers on some remote resi shocks that’s the “fine tuning” I assume you are talking about (mostly for low and mid shaft speeds). I don’t know what you mean by preload . That refers to the spring and not the actual shock dampener at all.
