Since this is a constructive collaboration site and you apparently know so much, maybe in the future you could provide the answer to the question instead of a safety recall information...

Use a 14mm (or 12mm) crowsfoot wrench. It takes forever, but loosen each of the four bolts 1/4" at a time. Leave enough room to get the Crowfoot out between the bottom of the bed and the top of the nut head to move on to the next bolt.
It's a bitch. But it's less of a bitch unbolting the bed or removing the crossmember, because the crossmember and bed may not want to line up.

I've removed my spare tire hoist w/o removing the bed or crossmember.

Come to think of it. I used only the Crowfoot to break all four bolts loose, then used a open-ended box wrench to continue. Use penetrating oil a few days prior to attempting to remove the bolts.

I have one that I don't want. You'll have to migrate the "key" end from your existing tire carrier because mine had the security lock, the PO didn't bother to give me the key when he sold me the truck.

Unfortunate someone cut my cable so I don’t have the tire end. I only have a hoist with some unraveling cable sticking out.

    I have a 2003 Tacoma.
Got mine replaced free by Toyota about two years ago.
Not sure if this recall has expired or not.
The cable mechanism unbolts from the bottom. Probably 12 mm.
4 bolts. If you have to snap off the bolts, you can drop the crossmember and either rethread them or replace with nuts.

I looked in to the recall and it only applies to certain states. My truck doesn’t qualify unfortunately. I’ll need to find one if I end up trying to mount my skate under there.

It's a horrible bitch. Even worse with a hitch installed.

We loosen the bed off, jack it up slightly. Heat the nut and loosen the 12mm bolts with a special tool, or ratchet wrenches.

I havent done that recall in over 3 years.

I guess they only expire if they run out of parts to fix it or manufacturer goes out of business.

    Yes they do. Many have.

This one is still active, its USA code C0V and its 2001-2004 models.

    November 23, 2012NHTSA CAMPAIGN NUMBER: 12V542000
    Spare Tire Carrier may Fail
Corrosion of the plate could cause it to break, which could result in detachment of the spare tire from the vehicle. Detachment of the spare tire could result in a road hazard which may increase the risk of a vehicle crash.

    NHTSA Campaign Number: 12V542000

Manufacturer Toyota Motor Engineering & Manufacturing

    Components TIRES

Potential Number of Units Affected 150,000

    Summary

Toyota is recalling certain model year 2001 through 2004 Tacoma light trucks manufactured from August 28, 2000, through August 27, 2004, and originally sold, or currently registered, in the following cold climate states with high road salt usage: Connecticut, Delaware, Illinois, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, Wisconsin, and the District of Columbia. The spare tire in the subject vehicles is located underneath the rear of the vehicle and held by a spare tire carrier. A lift plate on the carrier is used to help raise, lower and retain the tire. During its manufacture, the lift plate may not have been sufficiently coated with anti-corrosion materials. If the plate is insufficiently coated and the vehicle is operated in cold climate regions where road salts are frequently used, road spray can reach the carrier assembly and corrode the lift plate.

    Remedy

Toyota will notify owners, dealers will inspect the vehicle and replace the spare tire carrier lift plate as necessary, free of charge. The recall began in February 2013. Owners may contact their Toyota dealer or the Toyota Customer Experience Center at 1-800-331-4331.

    Notes

Owners may also contact the National Highway Traffic Safety Administration Vehicle Safety Hotline at 1-888-327-4236 (TTY 1-800-424-9153), or go to www.safercar.gov

No. The "key' end. The part with the slot or key that is used via the bottle jack tool to hoist up or down the tire. That's the part you'll need from your old hoist. It's held in with a pin. Like I said, mine's missing. PO never gave me the key, so I removed it so I could remove my tire, then ended up chucking it at this annoying fucking quail. Otherwise my hoist is golden.

Let me know, you pay shipping. It'll take me a few weeks to dig for it in my storage.

Oh I see. Yeah. Dig it out if you can. That would be awesome. No rush. I’ll be in Big Bend next week so I won’t be able to reply to anything but message me when you have it. Thanks!

No. They don't. There are only 3 ways a recall can 'end', but they never 'expire'.

1- The specified work is performed and the recall is marked 'completed' for that VIN.
2- The company goes out of business and no other company buys it's assets/liabiities. (my Saab had it's takata airbag recall performed at an 'authorized service center' after Saab went out of business.)
3- The parts needed to complete the recall are no longer made by the manufacturer.

Safety recalls are completely different from voluntary Service Campaigns, such as a certain manufacturers frame 'recall'.
