Just 31's on it. (Currently being built, lots to come)
Can I change just the boot on the outer tie rod? Or do I have to replace the whole outer tie rod?

You can change just the boot but you will have to unscrew the ITR from the OTR. May mean you need to have it aligned afterwards but if you are careful you can use the lock nut and a paint pen to keep things lined up.

On 2nd thought you may be able to do it by unscrewing the ITR from the rack, which would mean you don’t need an alignment. I’m not 100% sure the boot fits over the ITR if you go that way, it’s been a few months since I was under there.

Boot from tierod to spindle? Yes you can, just have to remove it from the spindle.

However if the boot is torn, might as well replace the whole thing for piece of mind. Amazon has moog's cheap.

Maybe I'm not calling it the right name but that's what I've heard it called. The little boot that is attached under the lower balljoint not the boot over the inner. I was changing ball joints and snagged a little piece of the boot.
