I have a 1999 3.4 L engine out of a rolled 4runner (98K) miles. What should be done before installing it in another 4runner?

Remove plugs and crank it over for a few seconds to see if anything shoots out. Dunno about anything else.

This. It may depend on how long it ran upside down. It could have bearing damage, or coolant or oil in the combustion chamber. It depends on what kind of hit the actual engine took. It may be fine; it may be damaged internally.

I'd treat it like a flooded engine honestly.

Pull the plugs, drain the fluids, ensure all possible moisture (coolant, oil) is out of the engine.
