    So once we get 25 people committed, the coupon will become available. But what if only 20 people actually order? Will they still get the discount or will they all have to wait until 5 more people fill the 25 orders until they get their discount and their order ships?

    You have to go through regular checkout n then apply the code at the bottom. I don't think they will charge you until they ship the package. Hope that helps =)
