RPM INCREASING WHEN SLOWING/IN NEUTRAL

    I just took my 2008 Tacoma TRD SPORT with 39,000 miles in to get the 2 open recalls fixed on my vehicle. They put a mod in the gas pedal for clearance for the floor mat. Ever since I drove off the lot when I slow to 20mph, in gear or neutral my engine kicks in and my rpm's increase from 1X to 2X. Once my vehicle slows to 10mph, it drops to 1X, and then kicks in again at 5mph till i am completely stopped. Any suggestions as to why this is now occurring?

    Large Storage Box, 02610 intermittent switch swap, "Hot Wire" Power Outlets, DRL Shut Off, Disable Fob Beep, Disable Seat Belt Buzzers, Parking Light Mod, Battery Tender, 4 Leaf Spring Pack, Rear Headrest Removal, Factory Tow Package (7 Pin) Rear Diff Mod, Taco Lean Mod, 2WD Low ECU.
    The ecu has been reprogrammed and is now green. It needs to run through a few cycles to relearn. Also, there are other updates that are done during this flash you are not aware of. They do flare and idle irratic for a time. It will settle down but may not be exactly like it was before. NORMAL..
