I have a 2017 Tacoma TRD Sport and when I’m breaking my truck gets a surge in RPMs and acts like it wants to go forward, is this normal?

I read about a TSB for manual transmission Tacomas that solves this. You can check your VIN at the Toyota owner website to see if you can get it.
