Wouldn't be surprising. I bet the Gen1 Taco, Gen2 Taco, Gen1 Tundra, Gen2 Tundra, Sequoia frame recalls started the same way - some surface rust at the welds that naturally spreads under the paint.

4Runners have frame horror stories the same as other Toy trucks. A thorough frame and crossmember inspection is basic when buying a used 4Runner.

I do wish Toyota would put more effort into this issue. I’d pay a little more not to have it be a concern. It does suck to see the rust on the frame of your new truck, and it is challenging to clean all the nooks and crannies properly.

Wire brush the effected areas. CAREFULLY apply naval jelly to the rusty spots. Neutralize with water. Dry. Prime the areas with a good automotive primer. Spray/brush satin black enamel over the primed areas. Let cure. Mavcoat or fluid film over the entire frame, axle, hitch, etc (keep off brakes!!!). Problem solved.

I am confident you'll see these types of rust spots on other brand trucks too. Brand new vehicles I might add. Completely Normal. Some of that metal doesn't look like rust either, it looks like the material used for making welds had the paint scraped off.

That looks like it was sprayed with zeibart or some other rubber undercoat crap. The formation of that hole was probably sped up because of that. Still, with the modern coatings available, corrosion on a 500 mile truck is concerning. Rust from rock chips are understandable, but it looks like no sorta paint prep was done to those welds.

Currently a class action lawsuit going on for 4th gen 4runners too. And a NHTSA investigation is apparently in progress.

Or try an old farmers trick for stopping rust on the cheap: purchase a wand type sprayer, fill it with automatic transmission fluid and spray on a dry and clean chassis.

Some people like to go a step further and heat up Vaseline until it’s a liquid and then mix it with automatic tranny fluid before spraying.

These Toyota frames (including the 4Runner) have about 16 openings on the top and sides, but only maybe 2-3 on the bottom for drainage. I know for sure the frame rails and crossmembers let a LOT of dirt and debris in, you have to flush it out by hand. You have to lay underneath with a garden hose and spray nozzle, force the spray into the many side openings and flush the dirt and debris out.

I guarantee you'll see a lot of dirt and debris come out of the rear C-channel, the crossmembers. The front is difficult to flush. My '08 Runner (I'm the 2nd owner) the frame/crossmembers and spare carrier were rustfree visually when I crawled underneath it PPI. However, when I got it home and poked my finger into the frame rails the frame was PACKED with dirt. Literally had Western Colorado silt packed inside the frame rails and crossmembers from front to back and side to side.

That's not a problem in Colorado though. The air is so dry here nothing holds moisture long. East of the Missouri River, that would be a big problem.

I live in Arizona. Rust isn’t much of an issue here. Mine was like that since day 1. I’ve seen it on other manufacturers as well.

Kind of new to working on the truck myself but learning. I have a little rust in the same spots. It's a 2016 sport with 8000 miles. Do I need to get the truck on a lift in order to do a good job or can I hit the important stuff with the 3M wand by crawling underneath?

It helps a lot to drive the truck up on some jack ramps. I drive the front up, clean, paint, and fluid film the front, then do likewise for the back.

I work in the food industry and deal with steel a lot... people over react to rust... once that top layer is scuffed or compromised in any way rust can and will form in the presence of moisture. Nbd here. I agree wire brush and paint her up
