My used Tacoma has a few rust spots I'm trying to paint over to prevent from getting any worse

The pitting was pretty deep. Too much for naval jelly, or a wire brush. So I had to get to work with some sanding.

My question is, have any of you painted over any old rust spots?

If so did you remove every last speck of rust? Or is there a way to "deactivate/neutralize" it so that you don't have to sand down to a mirror polish?

Have I removed enough rust in the second picture to slap on some primer and paint??

Yeah get it down like you did with the 2nd picture, put some rust oleum rusty primer, paint, clear.
Buff and polish to make it look better.

Dont just paint over rust spots, it’ll eventually just break up the paint and rust underneath.

You’ll want To put some kind of rust converter on that, the rust in the divots will spread over time and bubble your new paint.

Definitely going to have to sand / feather that back some more. Not only is the rust in the pits going to bite you, but the rust on the forward edge of the paint will bite you too. Basically, if you don't remove neutralize all of the rust, it will quickly return and you will have wasted your time. The other thing you're going to need to do is some fairly minor filler work to level / smooth the surface prior to paint. If you don't, you're going to see all of those low spots right through the paint.

One last note. No matter how well you remove the rust, treat the base metal, fill the low spots, then prime and paint with rattle cans, that repair is going to show. Don't let the marketing hype of the touch up paint manufacturers fool you. Sorry if I burst any bubbles there.

I’ve used the Rustoleum Rust Reformer. Comes in a rattle can or brush on. Available most ACE hardwares and elsewhere.

Also recommend you do a sample test of whatever you choose with your top coat. I’ve been burned before when spraying paint from one manufacturer over some other brand of paint and ending up with a spiderweb finish

IMO the POR-15 is the best on rust, but it needs the rust to work correctly. Just remove the loose rust and apply the POR-15. It can be painted, but must not let dry completely. Paint it when the POR-15 is just tacky. If used were the sun will see it, it must be top coated.
