    how do you get those plugs out ? They just pop out with your finger nail ? Or is there a special tool ?

    wonder if my 07 has them

    The rust is occurring from the inside out. Unfortunately the only fix is to cut out the affected metal, re-weld on a panel, and repaint. So it wouldn't be a practical or cost effective fix.

    It seems like water continuously got up under that area, sat, started rusting through. You can see where paint is bubbling, which means the rusting is occurring under the paint job.

    I would hope OP got it fixed under warranty unless that wasn't his '19 in the pic. As for you, most areas where rust is an issue have shops that specialize in replacing rocker panels etc for a couple hundred bucks a pop but for what it's worth you should buy a harbor freight mig welder and some 16 gauge sheet steel and just have at er!
