2007 Tacoma

My 2007 Tacoma has a badly rusted frame. It is a U.S. truck I brought into Canada during the spring of 2008.
My dealer in N.S. Canada advised me of the pending <Toyotaframesettlement.com> In the U.S., and Toyota are unwilling to act on anyone's behalf until this is settled.
Any insights on this?
How can I follow the progress of this settlement?
