Sagging or extra taco lean?

Just got new leaf packs from toyota per recall (snapped stock leaf).

Any way, new toyota 4 leaf packs.
1" blocks (I know I know)
5100's on the rear (pretty beat up)

Drivers rear measurement 23"
Passenger rear measurement 26"

some days it'll be pretty even at 24" +- 1/2" at all four corners and other days it'll be leaning like hell. Could the rear shock on the drivers side have suffered some damage and be causing this when the leaf snapped on that side?

Ready to call allpro and get new leaf packs and shocks but I'd hate for it to still be off by 3"

 

Measurements are from center of hub to bottom of fender....(no flares, if that's makes a difference)

 

Stock leafs are side specific , no ? Maybe they put them on the wrong sides

 

Hahhaha it wold be toyota to do that huh.

Any way of knowing which side is which?
Some sort of Mark?

 

I can't honestly remember , I haven't had stock leafs in 5 years
