    I'm having the same problem this is the second time i will have to change out an actuator.. There is probably water in there, and with the design all the gears sit at the bottom of the actuator where the water collects. If you do just go the route of putting in a brand new on I suggest putting a bead of silicone around the seam where the two halfs meet.
