can multiple letters be sent from the same house (i.e. spouse) or is it 1 per household? Also, can my inlaws send one in? They live out of state, but BLM is Federal

What's their reasoning for closing the trails? I've been trying to get down there for a year. Some kind of stream impact or sediment hemorrhoid, or all the Californians moving here?
