What does everyone have for their cut off setting on their scan gauge. I noticed that when I'm at a red light the MPG goes to 0.0 and kills my AVG. Is that supposed to be that way. I wasn't sure it it had something to do with the cut off. Shouldn't it be reading 9999 for the MPG when I'm stopped?

In some situations, like coasting down a hill, to a stop, or just coasting, the ECU looks at many variables and will sometimes decide to shut off all fuel to the injectors. That's when you see the 9999 reading on you S/G. When you hit this, you'll notice your avg mpg going up. It's a good thing!! Got this from a Toyota master tech.
You can learn to modulate this some with your foot/driving habits and really boost your mileage.
Now that the weather is warm, I can get 22-23 mpg on my 4.0 with a TRD supercharger consistently on a 10 mile run to and from work.
