screeching noise

    02 Tacoma my truck makes a loud screeching noise....now heres whats wierd...
    It's been making the noise off and on for about five years.
    It only makes the noise:
    between 20-40 mph, never at idle.
    It only makes the noise for about a week and then it goes away.
    It only makes the noise when you let off on the gas.
    It sounds like belt screeching, tried belt dressing, didnt work.
    anyone????
