seat belt replacement

The driver's seatbelt has become badly frayed and needs to be replaced.

My local Toyota dealer has never heard of that happening and wants a lot of money for a replacement seatbelt assembly. I checked with Rock Auto and they don't carry that part.

Can anyone direct me to a source, in Canada preferably?
