the ONLY thing that fixes is buying a new seat belt set up.

there is an outfit here in the board somewhere that redoes these & sends them back to you on a couple of days. my mind is not what it was & cant find the link.

I was just chatting with an agent at safetyrestore.com. They said,

"If you send them in, we'd be able to replace the webbing, and retension the springs. The cost for two belts including return shipping/handling would be $210. Turnaround is 1 business day. Return shipping is 1-3 business days to any US address. You can call the office at 855-552-7233 EXT ."

It's actually not that hard to rewind the springs in these things. You just have to hold the housing carefully and spin a half dozen times or so.
Much less difficult than the webbing, which requires an industrial sewing machine

I fixed mine by putting a strip of UHMW polyethylene tape on the metal pillar loop. The anti-friction tape works wonders at this point of max friction where the belt takes a sharp 180 deg. turn. PTFE tape may work better.

I don't consider this a permanent solution but it's been 5-6 years and the belts are still retracting nicely.

Here's a picture of how I applied the low friction tape. I'm holding the belt up for visibility.
